Rising Sun was platted in 1814 by John James of Fredericksburg, MD. The town of Rising Sun was registered in 1816. The first documented settlers in the area were recorded in 1798, the Samuel Fulton family. Samuel Fulton was an uncle to Robert Fulton, the inventor of the Steam Boat.

Rising Sun grew rapidly into a large town, due to its location on the Ohio River and the importance of river transportation before the railroad. Before 1844 Rising Sun was in Dearborn County. During the year 1844 Ohio County was seperated from Dearborn County and Rising Sun became the county seat of the new county. A court house was built in 1845. It is the oldest continuously used court house in Indiana.

By the 1850′s the railroad was becoming the predominant transportation medium, and the river declined in importance. Rising Sun was never included in the rail system, and suffered a decline after that. The community is reviving during recent years.

Indiana State Road 56 connects Rising Sun with Aurora to the north and Madison, Indiana to the southwest. Indiana State Road 262 links the community with US 50 at Dillsboro, Indiana to the northwest.
